In the space stage in spore other empires's capital planets's cities look like colonies. How do you do that?

Other empires's capital planets have cities that look like colonies. My capital still has the same cities from the civilization stage. How do I change them from civilization cities to space colony cities.In the space stage in spore other empires's capital planets's cities look like colonies. How do you do that?
well you cant but you can put them on your moon and in civilization stage built all turrets and all houses because in space stage you get 10,000 no mater what. Next sell the houses and build the best way to make spices. You can't. If you look close enough (there's some option you turn on that shows you, like empires, or missions, something like that), some systems that belong to certain empires have a dot that is bigger than the rest of the systems belonging to them. If you fly down on these planets, you will see more than 3 colonies, which is that empire's home world. Every species (except the Grox -spoiler!!!-) has a home world, and they also have colonies. You can't actually "change" your home world (capital planet as you call it) into a colony, but you can create colonies. The other empires also have colonies and a home world, but they never changed them into a colony. So you pretty much got yourself confused.
